The inauguration ceremony of the 'Daya Nanwana supiri Gama' community productivity model village program, which is implemented extensively under the supervision of the Ministry of Industry and Entrepreneurship Development and the National Productivity Secretariat in alignment with the Clean Sri Lanka program, was ceremoniously held on 16.03.2026 at Suwandanelumgama village in the Udagangoda division under the Weligepola Divisional Secretariat.

At this occasion, Rev Morahela Uththarananda, Secretary of the Weligepola Buddhist Affairs Protection Board, the Chairman of the Divisional Coordination Committee, and Deputy Minister  Pradeep Sundaralingam participated along with village residents at the Weligepola Divisional Secretariat, assisted Deputy Director of Planning Dr. N.M. Sampath, and government officials.

Along with that program, volunteer work activities, a skilled beauty program for children, youth, and the elderly in Suwanda Nelumgama village, as well as the Salupaliya Shantikarma, were also held on that day.

Welfare Benefits Board (WBB) has been established in terms of section 3 of Welfare Benefits Act, No. 24 of 2002. It has been coming into operation on the 15th February 2016. The Welfare Benefits Act No. 24 of 2002 was Gazette under the Gazette of Democratic Socialist Republic of Sri Lanka Extraordinary No. 1952/22-Tuesday February 02, 2016.

Hon. Minister of Finance has appointed its Chairman and members with the consultation of Constitutional Council as per Section 2 of WB Act. The main functions of WBB as per the Welfare Benefit Act are as follows;.

  • To exercise, perform and discharge the powers, duties and functions conferred on or assigned to it, by the Act.
  • To delegate powers to any of District Secretary, Divisional Secretary or Grama Niladhari or public officer any power, duty or function vested in the Board.
  • Establishment of Welfare Benefit Schemes
    1. Develop the criteria for eligibility
    2. Specify the financial allocation in terms of a Scheme
    3. Specify the date of commencement of the Scheme
    4. Specify the financial or other benefits to be granted
    5. State the period for which persons are entitled to receive benefits
    6. Stipulate the total number of persons who will be beneficiaries
  • Appoint selection committees and appeal committees to beneficiary selection and manage objections and grievances.

MAIN FUNCTIONS

• Implementing, coordinating and directing the development projects of the division.
• Preparing, updating resource profile and identifying development needs.
• Organizing Regional Coordinating Committee
• Provide development and resource profile information to needy parties.

METHOD OF IMPLEMENTATION OF CONSTRUCTION PROJECTS
• Obtaining the approval of the project proposals to the Divisional Coordinating Committee.
• Submission of approved proposals of the Divisional Coordinating Committee to the District Secretariat and obtaining funds.
• Obtaining prior investigation and status reports. (Checking the requirements and suitability of the project)
• Preparation of estimates.
• Approval of estimates. (Approval of the project estimates valued at over Rs.
• Make procurement decisions. (Only projects worth less than Rs. 20 Lakhs can be given under Direct Contract)
• Contracting with the relevant organization or organization to implement the project. (The relevant organization or organization must have completed the basic requirements for the implementation of the project)
• Commencement of construction of the project. (The project should be started under the supervision of the Technical Officer and the Grama Niladhari Development Officer)
• Inspection of construction process. (Divisional Secretariat and other directly relevant institutions and officers)
• Upon completion of the project as per the estimate, the relevant organization or institution should inform the Divisional Secretary in writing.
• Prepare the payment report by the contracting organization or institution and submit to the Divisional Secretary together with approved bills, inspection reports and monitoring reports.
• Payments will be made if the construction is completed as per the estimate.
• Release of custody after the end of the period.
• All these projects are presented to the DLF on a weekly basis. Submission of reports to relevant Ministries. (All projects should be completed before 31st December of the year)

METHOD OF IMPLEMENTATION OF PUCHASING PROJECTS
• Obtaining the approval of the project proposals to the Divisional Coordinating Committee.
• Submission of approved proposals of the Divisional Coordinating Committee to the District Secretariat and obtaining funds.
• Obtaining prior investigation and status reports. (Checking the requirements and suitability of the project)
• Obtaining provisions.
• Obtaining Purchase Requirements and Documents Required from Organizations or Parties (Registration of Organizations / Organizations)
• Calling quotations and submitting them to the Accounts Division for purchases.
• Distribution of goods on the instructions of the concerned Member
